To be fair, unless the writer was working from her written statement, that particular error is probably not hers. Rather, credit (or blame) for that one more properly belongs, in somewhat equal measure, to the writer of the article and to the editor(s)... not that the correct apportioning of blame should make you feel any better, since it means that professional wordsmiths in this country cannot adequately carry out their craft.
