I had another thought. What if this is all a machiavellian scheme the show the world that he's an idiot an lull the nations into a false sense of security. He will rise up at some point in the future with a world domination scheme. His appointments to the nations highest court will only give him a firmer power base. He's already caused instability in near asia that will last for years to come.
