Late to the party here, but it sounds like a bad faith claim. No new laws needed, current law allows for treble attorney fees and massive punitives (usually millions). More government is not the answer, efficient government is. If you support Nationalized healthcare, imagine the IRS trying to work this out. If that doesn't make you reconsider your position, I'm not sure what will.
