President Bush will propose deep tax breaks for Americans who purchase their own medical insurance and would finance the plan with an unprecedented tax on a portion of the healthcare plans that workers receive from their employers, according to the White House.

I guess when your approval rating is approaching negative numbers, you're willing to trot out more or less any idea. Not that this will survive the Democratically-controlled Congress, but sweet Jesus, how many brain cells do you need to lose before this seems like a slightly good idea? (I'm all for tax cuts for health care, but where's this idea of "needing to pay for tax cuts" coming from all of a sudden?)
