Okay, I'm going to tighten up some of the rules, but I'm giving this another shot.

mitzimaybe's on it, and so's fulguritus d/b/a riotclitshave as per this post. (riotclitshave is an awesome little photoblog with occasionally NSFW but always striking imagery, but her pics are rehosted on her own server, so I can understand her bandwidth issues. I don't see this as a solution for picspam, as while it defuses the "stealing bandwidth" issue, I certainly don't want to be stealing content, and that's just where this would lead. I'm not Ebaum, for God's sake.) No shame in the blacklist, mind you, it's just an opt-out if you don't want your posts to appear on picspam ever again. It's much easier and efficient to opt-out of LJ's recent-images feed, of course. I'm going to maintain the manual blacklist as a courtesy, but the LJ opt-out strikes me as the way to go for the truly bandwidth-conscious.
Second, boilerplate, which follows below. Certainly open to recommendations/additions/edits.
And if none of this works, we go friends-only. I'm not giving up on all this yet.
