I have another explanation. In suspect you'll find larger poverty levels and a greater percentage of black folks in the counties that were spared. Republican voters are represented more by elderly, Hispanic, and rich populations. And these folks have tended to live on the nicer parts of the coastline and similarly near lakes and rivers, all of which tend to draw Hurricanes and cause more flooding.
I could be wrong, you know. But I'm just guessing.
